Here are some ways that you can help promote Europe In Ruins...
A) Tell all your friends! You are a living, breathing testimony to the game itself. They trust your opinion (at least some of the time I hope). Make sure you make it clear that it doesn't affect their COH/OF installation and they can still play regularly. I think many people are afraid of this!
B) Get involved! Make maps! Write up war blurbs based on the replays you've watch. Do a Videocast (Shoutcast!). Post your high quality screenshots or testimonies on ModDB or other places (listed later). Help new players get started, write a tutorial, a strategy guide, etc...
C) Click on the popularity link once a day. "

When we reach #5 or higher, we make it to the front page and our exposed to thousands of visitors. We've been as high as #4 before, so I know we can make it there again, lately we've been hovering from #50 to #30.
D) Keep Europe In Ruins threads on various message boards bumped to the front page by posting feedback, testimonies, screenshots, or other cool information players might like to know...
